In our scenario, we received a voice mail from Les Singer who has asked Bill, board as head of his Policy Group of the Department of Energy. He claims that there needs to be a price ceiling for gas due to the strain of high gas prices. However, we still do not know when Les Singer is going to return from Guadalajara, and also the worksheet that will help us with the ranking. Therefore, our problem is:

How we, as head of Les Singer’s Policy Group of the Department of Energy do to set the price of gas so that high-priority groups can get all the gas they want, medium-priority groups can get most of the gas they want, and low-priority groups will get any gas that is left.
